According to a newly released 16-page memorandum from the Florida State Attorney’s Office, Bowers issued McNeil 12 separate commands — to exit the vehicle, to show his ID, registration, and proof of insurance. McNeil refused every single one. Instead, he repeatedly asked why he was being stopped and demanded a supervisor.
But McNeil’s attorneys — high-profile civil rights lawyers Ben Crump and Harry Daniels — call the decision unacceptable. They’re urging the U.S. Department of Justice to step in, arguing the officers went far beyond what was necessary and failed to act professionally.
The video and the decision not to charge have sparked outrage on social media, with many calling it another example of overreach and abuse of power.
