Flying within Africa is often pricier than crossing continents. A short 1.5-hour Lagos–Abidjan flight can cost as much as a trans-Atlantic ticket, and routes like Lagos–Kinshasa require detours through Europe or Dubai. Despite the 1988 open skies agreement, poor implementation keeps fares high and demand low. Evidence shows that open skies work—South Africa and Zambia saw fares drop 40% and traffic rise 38% after their 2013 deal. Better regional cooperation could transform Africa’s air travel.
