This is a collision glitch in Super Mario Sunshine, I'm pretty sure it works on all versions since 3d Allstars is the latest.

Basically you press the dive button at the 2nd post from the left.
the longer you dive, and the more over the right you are, you can go through the ground.

You can land in the bottom of the pool if you dive just a little, and over to the left.

I love glitches and seeing places you're not supposed to be in video games, I might make more videos like this.
