A cruise liner was sinking, and the captain's mind snapped- instead of helping & taking action he went under a stair well & began smoking cigarettes. His mind snapped under pressure, that is EXACTLY what has happened here. Ratcliffe has left the door open for Horvat & her officers, the FIRST MOVE is theirs.
