Ep 470 Picking Winners and Losers - 225% tax hike in UT town

One might have heard this expression of government picking winners and losers. This often happens through legislation, but I go over several other ways this occurs, and people generally do not perceive it as a "picking winners and losers" situation.
Related to this is the Wellington UT situation of a 225% property tax increase.
