Manufacturing Consensus - The Delphi Method

Do people really come to a common consensus by hashing out all their ideas, and then deciding by a democratic process which (or which combination of) their ideas are most meritocratic?
Or is the decision already made, and the people are allowed to believe that all of their babble had some effect on determining the course of things?
