THE PARIS CLIMATE ACCORDS

As of May 23, 2025, the United States is in the process of withdrawing from the Paris Agreement. On January 20, 2025, President Donald Trump signed Executive Order 14162, titled “Putting America First In International Environmental Agreements,” directing the immediate withdrawal of the United States from the Paris Agreement and related international climate commitments. The formal notice of withdrawal was submitted to the Secretary-General of the United Nations, the depositary of the Agreement.

According to Article 28 of the Paris Agreement, a party may withdraw by providing written notification to the Depositary. The withdrawal becomes effective one year after the Depositary receives the notification. Therefore, the United States’ withdrawal is scheduled to take effect on January 20, 2026.

Until that date, the United States remains a party to the Paris Agreement and is legally bound by its provisions. This includes obligations such as submitting Nationally Determined Contributions (NDCs) outlining emission reduction targets and reporting on progress.

It’s important to note that the United States has previously withdrawn from and rejoined the Paris Agreement. The initial withdrawal occurred under President Trump’s administration, with the U.S. formally exiting on November 4, 2020. Subsequently, President Joe Biden signed an executive order on January 20, 2021, to rejoin the Agreement, which took effect on February 19, 2021.

In summary, while the United States is currently bound by the Paris Agreement, its withdrawal is set to become effective on January 20, 2026, unless a future administration reverses this decision before that date.
