This number scares me. But let’s dissect. He didn’t say per year. He didn’t say at same time. He just threw the number out. Could be a bargaining chip for leverage. Nothing he says is by accident. The last thing China wants is to have to take back over a hundred thousand students (or whatever the current number is). Let this one breathe.
