A Washington state appeals court upheld nearly a $1 million fine against Stuffy's II restaurant for defying Gov. Jay Inslee's 2020 COVID indoor dining ban. Owners Glenda and Ralph Dueling argued they could not pay the penalties, but judges ruled they failed to provide sufficient evidence of financial hardship.
