After a collapse of Gorgom which is the evil society threaten the world, Kotaro Minami was living a normal life. One day, the cloud of the Crisis Empire begun to gather over him suddenly. Kotaro was deprived the Kamen Rider's power by them and thrown into the space. However, he got the power of the Sun and this power made him KAMEN RIDER BLACK RX. He fights against the Crisis Empire with the ultimate weapon "Revolcane" !

Minami Kotaro est cybernétiquement remodelé en Century King Black Sun par la société maléfique de Gorgom. À l'aide de la Kingstone (Pierre des Rois), un Kotaro métamorphosé combat Gorgom et l'Empire de Crise. Cette transformation améliorée en Bio Rider ouvre le chemin pour la série au-delà de Kuuga.
