Did Oda Tie Smoker to Wano?

I want to hear your thoughts — Did Oda Tie Smoker to Wano? Smoker’s weapon, a jitte tipped with Seastone, is forged from a material so rare only Wano’s craftsmen can shape it. And outside of Smoker, the only other people we’ve seen carrying jittes are officers in Wano itself. Add in Zoro’s origins and Tashigi’s resemblance to Kuina, and suddenly there’s a pattern. Did Oda just connect Smoker to Wano’s hidden secrets? What do you think?
