A shocking crime has rocked Charlotte, North Carolina. 34-year-old Decarlos Brown Jr., a homeless repeat offender with a long criminal record and diagnosed schizophrenia, has been charged with first-degree murder in the fatal stabbing of 23-year-old Ukrainian refugee Iryna Zarutska aboard a light rail train on August 22, 2025.

Court records show Brown had been arrested more than a dozen times before — including for armed robbery, assault, and misuse of 911 — yet was repeatedly released back onto the streets. This tragedy has sparked outrage and renewed debates about public safety, mental health, judicial oversight, and the failures of the justice system.
