Bureaucracy Kills Dreams - Took away my Pilot's Licence

A Pilot's licence does not expire in ICAO country members when is accompanied by a valid and active Medical Certificate. But Bureaucracy can take the pilot's privilege when they just follow policy and don't look at Pilot's circumstances. I am considered a Rusty pilot because I stopped flying for 22 years. When wanted to regain my privilege, I found myself without a licence because an insignificant change of switching from paper to plastic material in the making of the certificates, and bureaucracy not wanted to be bother digging deep to help a user.
