Twenty-three-year-old Iryna Zarutska, who fled Ukraine with her family to escape the war, was fatally stabbed in an unprovoked attack aboard a Charlotte, North Carolina light rail on August 22. Police say the suspect, 29-year-old Decarlos Brown, has a lengthy criminal history, a schizophrenia diagnosis, and should not have been released into the community, according to his own mother. Zarutska, remembered as a talented artist who dreamed of becoming a veterinarian, was laid to rest in North Carolina. Law&Crime’s Chris Stewart is On the Case.
