There is a clear distinction between “Israelites” and “Hebrews” in the Bible and secular writings from antiquity. It’s a mistake to homogenize the two. It’s also a mistake to extrapolate from the Exodus passages that either Hebrews or Israelites were practicing Judaism at this time. Judaism did not exist yet, and a careful examination of the life of Moses and his family history will clear up a lot of the confusion that surrounds this topic.
