On September 18, the latest Security Council draft resolution on a Gaza ceasefire was, unsurprisingly, vetoed by the United States — once again as the only country opposing it. China’s Permanent Representative to the UN, Fu Cong, said the U.S. veto was unacceptable and posed three questions to Washington: How can a ceasefire be achieved? How can humanitarian aid be delivered? And how can the Security Council function effectively?
