The character was conceived as a satirical exaggeration of the worst tendencies of 1980s television hosts, reflecting an innocence derived from information absorbed from television rather than life experience.
Although advertised as a computer-generated presenter, Max was actually actor Matt Frewer performing in a complex latex mask, prosthetics, contact lenses, and a plastic suit, filmed against a blue screen with editing effects creating the illusion of a digital character.

In the film's dystopian narrative, Max Headroom is a computer-generated reconstruction of Edison Carter, a crusading investigative journalist played by Frewer, whose mind is digitized after a motorcycle accident.
Carter's last sight before the crash was a traffic sign reading "Max. headroom," which became the name of the digital entity.
The character's origin story was developed to feature a world dominated by powerful media corporations, where real-time ratings equate to corporate worth, and television technology can monitor viewers' physical movements and thoughts.

In 1987, a real-world event known as the Max Headroom signal hijacking occurred when an unidentified person wearing a Max Headroom mask briefly hijacked the signals of two Chicago television stations, WGN-TV and WTTW, during live broadcasts.

Max Headroom's persona was further developed into an American satirical cyberpunk science fiction television series that aired on ABC from March 31, 1987, to May 5, 1988.
