Why Do They Always Add This To Their Privacy Policies?

As we all know by now, big companies are really bad at adding terms saying they are going to collect more information from you than they need. They also state they would never do certain things out one side of their mouth while adding these terms out the other side. It's always foreshadowing, always. Warner, CNN, and others, they all do the same thing.
