Historically, the employment-based green card program allowed 281,000 people to enter the country each year.

And those people, on average, earned $66,000 per year, and were five times more likely to enter government assistance programs. So we were admitting the lowest quartile, below the average American. It was illogical. The only country in the world taking in the lowest quartile.

So what we’re doing now is stopping that. We’re only going to admit extraordinary people, at the top.

Instead of people trying to take jobs from Americans, they’re going to create businesses and create jobs for Americans, and this program will generate more than $100 billion for the United States Treasury.
