The 'State' is not the same as the 'Country'

One could be extremely patriotic and protective of the country of their birth, ie one's motherland - and it's people, but may have legitimate concerns about the increasing levels of institutional corruption arising from the state, (establishment or ruling class). Indeed, the corollary is also true where one is protective of the state, yet underneath have deep disdain for the country and the masses. (An apparatchik).
A legitimate government would never be afraid of its own national flag. If you have to ask why, then you'll never understand.
