City of Troy (Michigan) Troy PD’s refusal, especially on camera, is a direct violation of this statute.

2. Misclassification as “Civil”
Bank fraud, identity theft, and extortion are felonies, not civil matters.
The officer’s claim that “I was told it’s civil” is not only false, it’s a deliberate obstruction of justice.

3. Failure to Follow Up
I submitted a report on September 27 after being directed by Investigator Alan Knapp.
A detective briefly contacted me, then vanished. No investigation, no callback, no action, prompting my fifth attempt, refused on video.
That’s dereliction of duty, especially given the severity of the evidence.

4. Jurisdictional Silence
I formally demanded a jurisdictional statement on Sept 22 and 26. -
Troy PD never responded. That’s not just rude, it’s a constitutional dodge, violating my right to due process under Art. I §17 of the Michigan Constitution and 42 U.S.C. §1983.

Note: I was directed back to the Troy Police Department by Investigator Alan Knapp from Prosecutor Karen McDonald’s office on September 27, 2024, the date of the above report. I explained that my subpoena for hard evidence from Bank of America had been unconstitutionally quashed. Investigator Knapp instructed me to notify Troy PD and have them subpoena the records directly. I relayed this to the desk officer—who later refused me on the fifth attempt—and submitted the report. A detective briefly contacted me, but I received no follow-up. I request any records explaining why the investigation was abandoned despite multiple prior attempts and damning evidence. I also request the dates and contents of the earlier reports, which I cannot access due to homelessness and disrupted recordkeeping.

3. October 22, 2025 – Fifth Attempt (On-Camera Refusal of 60+ Page Report)

FORMAL REPORT TO INTERNAL AFFAIRS
To Whom It May Concern,

I am submitting this formal complaint regarding a recent and ongoing incident involving Troy Police Department personnel who refused to accept documented evidence of criminal activities occurring within the City of Troy. This refusal violates Michigan law (MCL 764.1a), which mandates that local law enforcement agencies investigate all reported felonies and misdemeanors and accept related complaints and evidence.

The refusal also undermines public trust, breaches ethical standards under CALEA accreditation, and may constitute a denial of due process under the Michigan Constitution (Art. I §17) and federal law (42 U.S.C. §1983).

I previously submitted a formal demand for report confirmation, jurisdiction statement, and legal position on September 22,2025, followed by a second demand on September 26, 2025. Both were sent to Troy PD and relevant oversight bodies. No confirmation or action has been taken.

I am including the relevant documentation and evidence that was refused, along with a public record of my attempt to submit it. I request that Internal Affairs initiate a formal investigation into this misconduct and provide a written response outlining next steps.

Additionally, I am CC’ing the Oakland County Prosecutor’s Office, Michigan Attorney General, and elected officials to ensure oversight and transparency.

As a taxpayer and former resident of Oakland County, I expect accountability and adherence to the law.
