Blue Control Has Emerged in Pauper. Is It Any Good?

A decklist by uspdudes that went 5-0 in an mtgo league has recently emerged. It is a Mono Blue Control in Pauper. The deck is very interesting, playing 8 hard Counterspells and a Cryogen Relic package. The deck is looking to go for longer games, finishing the game by milling or winning with Murmuring Mystic. I think it has some serious potential, but can it beat the top decks?
