You have to reach ACT 3 and get a Level 9 Uncut Skill Gem to actually be able to get the "tame beast" skill.
Note that only RARE BEAST will work. So you can't tame humanoids, zombies, or anything else. Just rare beast.

You may need to equip a "spear" in order to get the skill.
