Government Shut Down, why?

A Government Shut Down happens frequently and it is because we don't have anybody accountable and working out of an open checkbook. Unfortunately the population is addicted at hand outs and projects to avoid our own personal responsibility. Right now the main reason there is no agreement is because the Trump administration is trying to remove waste and healthcare is a big part of it. Healthcare for Americans is extremely expensive because of the use of third party payers so we don' t face responsibility on taking care of ourselves.
