Plenary authority is legal term for an absolute, complete, and unrestricted power to act on a particular issue. When the term is applied to government, it is usually referred to as "plenary power".
During an October 2025 CNN interview with former Trump aide Stephen Miller. In the interview, Miller claimed that then-President Trump had "plenary authority" under Title 10 of the U.S. Code to deploy the National Guard to Oregon, despite a federal judge's order blocking the deployment.
