A Kentucky case shows there needs to be changes to the not guilty by reason of insanity plea

By all accounts, Ronald Exantus was a productive member of the medical community in Indianapolis till he snapped, drove to Kentucky, and took the life of 6 year old Logan Tipton. He would then be found innocent by reason of insanity, and he now walks free.
