Note that Settlers will show up to your village after you place the flag outside your house. They show up at random time during the day.

Make sure you build a room with a bed for them and also assign a storage with FOOD in it. You can use any storage. You don't have to build a new one like I did.

Otherwise, they won't work at all even if you assign them a job.
