On October 27, 1992, 11-year-old Shauna Howe was walking home from a Halloween party in Oil City, Pennsylvania, when she was abducted. Two days later, her body was found. For nearly a decade, her case went unsolved — until DNA evidence finally revealed the truth and brought justice.

This case changed the Oil City community for more than 15 years, altering Halloween traditions and leaving lasting scars. But Shauna’s legacy continues today through her family’s advocacy for victims’ rights and the improvements in how missing children’s cases are handled.
