In 1994, China connected to the international internet. By 1996, the Chinese government immediately imposed controls on the internet. The legal basis for this control was State Council Order No. 195, signed by Premier Li Peng, which issued the “Interim Regulations on the Management of International Networking of Computer Information Networks.” Article 6 states: “Computer information networks directly connecting to the international internet must use the international access channels provided by the Ministry of Posts and Telecommunications’ national public telecommunications network.”
