SUS! Does Walmart Give FREE groceries to delivery drivers? No scans for inventory?

I was standing in line and was waiting to use the next register when i noticed the register with a green light above it, but someone was standing there putting items straight into the bags with no inventory scanning to purchase. So naturally this alerts my suspicions that this person was stealing. After they walk away i tell the loss prevention clerk that he didn't scan his items or used a card to purchase. She quickly tries to correct me and tells me he's a delivery driver. So naturally i assert, he's a delivery driver? I've never heard of delivery drivers getting free groceries with no inventory scans. Not sure their loss prevention is preventing losses in inventory with non-purchased items. Can anyone confirm that Walmart gives free groceries to delivery drivers? How long has this been going on? To any normal customer this will appear as open theft.
