In Exodus, Deuteronomy, and Leviticus, the Mosaic Covenant between God and Israel is recorded. Moses was the mediator. The form of the covenant is very similar to a Suzerain (greater power)-Vassal (lesser power) Covenant. It was ratified by both parties, witnessed by three witnesses, and then renewed by Israel once they entered into the land of promise as outlined in the Covenant.
