The Entire History of the War of 1812 is One Big Deception
A double-headed eagle flag refers to a flag featuring this symbol, which has been used by several entities,
most notably Albania (a black eagle on a red field) and Serbia (an eagle on a red and blue field).
The symbol has ancient origins, dating back to the Byzantine Empire, where it represented dominion over both the East and West.
After the Byzantine Empire's fall, the symbol was adopted by various European monarchies, including the Holy Roman Empire and Russia, and many noble families.
The Albanian flag, which is a black double headed eagle with a red background, came from Marin Barleti (A Catholic priest from Shkodra) depiction of Skanderbegs Albanian rebellion against the Ottomans.

According to Marin Barleti, Skanderbeg rose a red flag with a black double headed eagle over Krujë when he declared war against the Ottomans.
The black-double headed eagle was the emblem of the Kastrioti family,
a Albanian noble family (Skanderbegs family) and was portrayed as the rebellions main battle flag during the Albanian rebellion by Barleti, which is why Albania today has adapted it as its national flag since its Independents.
A lot of Albanian noble families had eagles as their family emblem, this is because of its prestigious meaning and symbolism it presented during the Byzantine empire.
So the eagle itself was adopted by the nobles for its symbolic meaning,
while Albania today have adopted the double headed eagle with the red background because of its representation of Skanderbeg.
Gjergj Kastrioti, commonly known as Skanderbeg, was an Albanian nobleman and military leader who led the League of Lezhë in the Ottoman-Albanian Wars until his death. Skanderbeg is considered to be a major figure of medieval Albanian history and today is the national hero of Albania.

"Flag used by the Romanovs" can refer to two different flags associated with the House of Romanov and the Russian Empire:

An 18th-century genealogy claimed that he was the son of the Old Prussian prince Glanda Kambila, who came to Russia in the second half of the 13th century,
fleeing the invading Germans. Indeed, one of the leaders of the Old Prussian rebellion of 1260–1274 against the Teutonic order was named Glande.

which ruled the country for five generations from 1613 to 1762.

The family fortunes soared when Roman's daughter, Anastasia Zakharyina, married Ivan IV ("the Terrible") on 3 (13) February 1547.
Since her husband had assumed the title of Tsar of all Russia, which derives from the title "Caesar", on 16 January 1547, she was crowned as the first tsaritsa of Russia.

Her sudden and mysterious death in 1560 caused Ivan to become more cruel and paranoid, as he suspected boyars had poisoned her, leading him to launch a reign of terror against them.
