Cat Matlala Could Testify in Parliament: Senzo Mchunu & Shadrack Sibiya in Big Trouble

In a major development in South Africa's ongoing probe into alleged police corruption, incarcerated businessman Vusimuzi "Cat" Matlala—accused of heading a criminal cartel and linked to high-profile murders like that of rapper AKA—is slated to testify before Parliament's Ad Hoc Committee investigating claims of political interference in the South African Police Service (SAPS). Matlala, currently in custody, is expected to address explosive allegations from the Madlanga Commission, where Witness C detailed his boasts of deep ties to suspended Police Minister Senzo Mchunu and suspended Deputy National Commissioner Shadrack Sibiya. These include multimillion-rand cash kickbacks from a R1.2 billion SAPS health tender (later partially cancelled for irregularities), funding Mchunu's ANC presidential campaign with R500,000, monthly bribes to Sibiya ranging from R500,000 to R1 million (delivered in cash to his home), a R300,000 wedding gift for Sibiya's son, and R2 million for a property venture. Matlala allegedly claimed Sibiya instructed him to file false Rolex theft charges against officers to discredit investigations, while Mchunu and Sibiya purportedly used him to push for disbanding the Political Killings Task Team (PKTT) in KwaZulu-Natal amid interference concerns. Mchunu has denied knowing Matlala, calling him a "stranger," but WhatsApp evidence with associate Brown Mogotsi suggests otherwise. Sibiya admitted limited contact with Matlala over tender issues but rejected bribery claims. The committee, facing a November 28 deadline, awaits security clearance for Matlala's appearance, which could intensify scrutiny on SAPS leadership and political figures amid broader testimony from former Minister Bheki Cele and National Commissioner Fannie Masemola.
