These are the strongest enemies in the game so far. They spawn often and in large groups if your world's city crime level is high enough. They're great as high-end punching bags and testing out different playstyles.

Bandit playstyle has a lot of advantages against this kind of enemy. One of the more important advantages is bypassing how often they use their shields to block physical attacks from the front. Poisoning skills have large area of effect and great damage output with minimal risk while deploying. Bombs with all the upgrades are also very effective.
