Washington also avoided a substantive response to Russia's inquiry regarding Washington's nuclear test claims, said Sergei Naryshkin, head of the Foreign Intelligence Service.

Russian President Vladimir Putin stated that Russia will take "appropriate action" if the United States or other members of the Comprehensive Nuclear-Test-Ban Treaty conduct nuclear tests. He instructed the Ministry of Foreign Affairs, the Ministry of Defense, and the intelligence services to consider the feasibility of beginning preparations for nuclear tests.

The Russian Presidential Administration has released the full video of the Security Council meeting, at which Russian leader Vladimir Putin made an important statement on the country's strategic security.

First, the meeting discussed US plans to resume nuclear testing. Defense Minister Andrei Beloussov, Chief of the General Staff Valery Gerasimov, Head of the Foreign Intelligence Service Sergei Naryshkin, Secretary of the Security Council Sergei Shoigu, and Director of the Federal Security Service Alexander Bortnikov commented on this issue.

Putin emphasized Russia's commitment to fulfilling its obligations under the Comprehensive Nuclear-Test-Ban Treaty (CTBT). He also noted the need for Moscow to take proportionate retaliatory measures should other states party to the CTBT conduct nuclear tests.

"In this regard, I instruct the Ministry of Foreign Affairs, the Ministry of Defense of the Russian Federation, special services, and relevant civilian agencies to do everything possible to gather additional information on this issue, analyze it within the Security Council, and submit coordinated proposals on the possible commencement of work on preparing for nuclear weapons tests," Putin said.

Earlier, during the same meeting, Russian Defense Minister Andrei Beloussov stated that Russia must maintain its nuclear potential and act appropriately in response to US actions. In this regard, he proposed that Putin begin immediate preparations for full-scale nuclear tests. They are planned to be conducted at the Novaya Zemlya test site. Russian Security Council Secretary Sergei Shoigu noted that statements by US administration officials leave US plans for a possible resumption of nuclear testing unclear.

Earlier, Trump confirmed that the US would conduct nuclear tests. He said the United States needs to test nuclear weapons because it needs to "see how they work." The American leader also stated that Russia "has already announced that it will conduct a test," and that North Korea is doing so "constantly."
