It is hard to believe that seasoned CEOs and very business experienced people accept to lose many million dollars without looking for a solution. What if the CEOs or board of directors of the commercial airlines offered to pay the salary of ATC personnel directly involved with Air Traffic. They wouldn't lose all that money.
