An unknown entity uses a "time scoop" to transport past incarnations of the Doctor and many of their companions to the "Death Zone" on Gallifrey. The group must journey to the Dark Tower, which contains the Tomb of Rassilon, while battling enemies like the Master, Cybermen, and Daleks. The goal is to uncover who is behind the kidnapping, which ultimately turns out to be the Time Lord President Borusa, who is attempting to gain immortality.

The serial marked the celebration of the programme's 20th anniversary.
