Project Popeye was a secret U.S. military cloud-seeding program during the Vietnam War (1967–1972). It used silver iodide to extend monsoon rains over the Ho Chi Minh Trail in Laos, Vietnam, and Cambodia, aiming to flood roads, cause landslides, and disrupt North Vietnamese supply lines.

Sparked by Project Popeye, there was the ENMOD Convention, where the UN treaty banned military/hostile use of weather modification (e.g., cloud seeding as weapon).
