Luxury Imports and... Canadian Checklists?

I think we're all missing the boat on this immigration thing. Clearly the solution to unemployment and mass migration is putting more strain on our social services because that is, apparently, how you get a luxury car and government money.

Also, if everyone is Canadian why do we need a 60 point list of what makes content Canadian enough to get Government funding?
