Should Fallen Pastors Be Restored?

I was talking to a fellow brother in Christ about a local pastor who had fallen in his leadership role twice as a pastor. The first was due to adultery and the second to drugs and alcohol. What surprised me was that this pastor was restored TWICE to his leadership role at this local church!
