Is common sense increasingly uncommon, or are we unallowed to exercise it?

In the US, there are over 250,000 pages of Federal statutes and regulations. This does not include case-law or state and local laws. The attempt to codify every aspect of our society has destroyed our sense of community. This is increasingly evident in our public institutions from schooling to criminal courts.
