State Secrets Short

Why can't the DOJ, FBI arrest these people? What is the Doctrine of State Secrets and the Supreme Court case that gives the President the Authority to bypass the DOJ, FBI, CIA and go directly to the military for cases in which state secrets must be protected. This Is something that frustrates many about the lack of Accountability and enlightens why some would want military to ignore Arrest orders in the coming Weeks.
