The Stop Trading on Congressional Knowledge (STOCK) Act of 2012 is a U.S. federal law designed to prohibit members of Congress and government employees from using nonpublic information obtained through their official positions for personal profit, including insider trading. Signed into law by President Barack Obama on April 4, 2012, the act amended existing securities laws to explicitly state that congressional and executive branch officials owe a duty of trust and confidence to the U.S. government and its citizens regarding material, nonpublic information.
It requires these individuals to publicly disclose financial transactions exceeding $1,000 within 30 to 45 days of the transaction, significantly shortening the previous annual reporting requirement.

The law also applies to executive and judicial branch employees, mandates the public online posting of financial disclosure forms, and directs the creation of searchable databases for transparency. Additionally, the STOCK Act denies federal retirement benefits to officials convicted of public corruption felonies and prohibits them from receiving preferential access to initial public offerings.

Despite these measures, enforcement has been criticized due to minimal penalties—currently a $200 fine for late reporting—which some argue undermines the law’s effectiveness in deterring misconduct. As of 2025, bipartisan efforts continue to strengthen the act, with proposed legislation aiming to ban lawmakers from holding or trading individual stocks altogether.
