I saw this man at 3pm. He was still there, doing the same thing 30 mins later. Police drove by a few times and although they saw him, I still pointed him out each time. He's not "causing any disturbances" as the authorities would normally say, but he is still an unnecessary obstacle and annoyance to avoid for normal citizens who only want to enjoy their day, and need to travel down the sidewalk. I asked him "Hey! Can you stand up? Are you ok?" He straightened up a little and replied... "Eeayhaggea."
