👉The President (any administration) sets the annual refugee admissions ceiling through a Presidential Determination after consulting Congress.

Trump lowered it to historic lows (15,000 in FY2021), slashing VOLAG funding and forcing layoffs/closures of local affiliates.
👉Obama/Biden raised it progressively (up to 85,000–125,000), increasing funds accordingly. BUT it's nation wide,
not just Minnesota
