U.S., Ukrainian and European Officials Meet in Geneva To Discuss Trump’s Ukraine–Russia Peace Plan

Senior officials from the United States, Ukraine and major European nations are meeting in Geneva today to discuss President Trump’s proposed 28-point plan to end the war between Ukraine and Russia.

U.S. Special Envoy Steve Witkoff and Secretary of State Marco Rubio are expected to join national security advisers from France, Germany and the United Kingdom for the talks.

President Trump has given Ukrainian President Volodymyr Zelensky until Thursday to respond to the plan, which calls for Ukraine to cede territory, limit the size of its military and formally abandon ambitions to join NATO.

A U.S. official said negotiators hope to “iron out the final details” but stressed that “nothing will be agreed on until the two presidents meet.”

European leaders have described the plan as a potential basis for negotiations but say further revisions are needed. Zelensky warned that accepting the proposal could risk Ukraine’s “dignity and freedom,” as well as U.S. support.

Trump has shown growing frustration over stalled diplomacy. He recently cancelled a planned summit with Russian President Vladimir Putin in Budapest and announced new sanctions targeting Russia’s major oil exporters, citing Moscow’s “lack of serious commitment to the peace process.”
