After his mother's death, a young boy named Jimmy Mason (Junior Durkin) takes a job with bootlegger Matt Kelly (Pat O'Brien). When the police raid the shop, Jimmy is arrested and sent to an abusive reformatory, a place the film depicts with brutal detail. He befriends a fellow inmate named Shorty, and together they try to get help from Kelly and his girlfriend Peggy (Bette Davis) to reveal the horrors of the institution.
