At least coffee 90, or Dancing around the budget
The outgoing Fiala government delayed the submission of the draft state budget to the new Chamber of Deputies. It even threatened at first not to submit it, leaving it up to the future government to draw up its own. Then Finance Minister Stanjura was forced by his coalition partners and the president to send the draft. And the discrepancies that had been discussed and written about for some time began to be confirmed. Revenues and expenditures are out of balance, ministries lack money for otherwise planned expenditures, even for mandatory expenditures. And as the end of Stanjura and the other ministers approaches, ministry officials are becoming increasingly emboldened to reveal the shenanigans that the current finance minister has been up to. It has gotten to the point where the new coalition will want to return the budget to the government for revision. And immediately there are cries that this is just a cover-up for the fact that Babiš has no budget of his own. How could he, when the budget is supposed to be delivered by the government sitting in Strakova akademie? It is also a cover-up for Babiš's conflict of interest. This is another issue that does not exist and, according to many interpretations, including those of constitutional lawyers, cannot arise even after his appointment. And if a conflict of interest were to arise, it would again be after the appointment. And even that is covered by the law, which sets a deadline for rectification. So nothing in advance. And why should there be, when someone, and not just Babiš, would take some step and get rid of their business, and then no appointment anywhere would take place at all. The defeated party and its supporters refuse to accept this logic. It's not that they can't understand it. They simply refuse to understand it. And they behave like stubborn little children who have had their toys taken away. Actually, even that is not an accurate comparison. The republic is not a toy, even though they probably think it is. But the elections decided democratically. And that is something that voters should not have been allowed to do. To elect someone other than their favorite.
The current caretaker government is the first post-November government to cause such problems with the transfer of power. We have never had anything like this before. Not even during the First Republic. There is no need to mention the communist government, where such a thing was out of the question. Fiala and his government will go down in our history as the darkest chapter.
After the new coalition agreed on the return, there were cries that the proposal did not include the costs of Babiš's promises. Perhaps not, but neither are the funds for Fiala's promises included. And that is not Babiš's fault, but Fiala's. It may seem difficult to understand, but I personally see nothing incomprehensible about it. We already know that the SFDI budget does not correspond to what is in the draft budget as such. At least CZK 38 billion is missing. We already know that the draft does not include expenditure on the salaries of non-teaching staff in education, which are to be transferred to the founders. That means both the salaries and the money. What's worse is that they are juggling the numbers so that there will be enough money for salaries in education until the end of the year. There are rumors that there is not enough money for salaries for November and December, or in the best case, only for December.
It turns out that according to the proposal, the courts would only have money until the middle of the year. And there are many other similar fouls. Let me give you a parable.
A soccer team did not have a successful season, so the club's management replaced the coach. After joining the team, the new coach discovers that some of the players have not signed new contracts. Others have already been promised to another team. This leaves only a few players who spent most of the season either on the bench or playing for the "B" team. Simply put, the outgoing coach and his assistants destroyed the club to such an extent that it is almost impossible to build a team capable of even average results. But the new coach has no option to leave; his contract is fixed for a full four years.
But even here, the analogy falls a little short. The coach hasn't even been appointed yet, and already they want him to take specific steps that will lead to a successful season. And if possible, right away, because the season is already knocking on the door.
The new government has not yet been formed, but the outgoing government keeps shouting that Babiš is covering up his problems with his actions. And yet they forget that the previous government was not appointed until mid-December. Basically, what Fiala did was right, but the same thing is wrong with Babiš. So it's hard to predict what's in store for us.
