Whatever he is on is crazy!

he initially was walking fine but making noises THEN stopped in front of me! AND acted as though he was going to SPIT! ON ME and i DARTED to the side and then watched him lay down! he is one of the locals who is known for the usage of certain things. he wasn't in any physical distress.
