All states who refused were Democrat controlled except 1.

As of December 3, 2025, only California has fully implemented and reissued new SNAP Electronic Benefit Transfer (EBT) cards with enhanced security features to all active recipients, making it the first and only state to complete this nationwide.
👉Oklahoma: Began full rollout in summer 2025 (around July), with chip-enabled cards now being issued.
👉Alabama, Maryland, and New Jersey: Actively issuing or have completed issuance to recipients as part of ongoing modernization projects started in 2025.
